CHF has more than one cause, if the answer is "Both.

For example, tend to patients with heart failure of a weak heart (heart attack more than one) to have low blood pressure. Some other conditions cause CHF with normal or high PA.

Blood pressure falls due to inefficient pumps. This destimulates body baroreceptors in the carotid and aortic arch, with the nucleus of the solitary tract. This center in the brain, increases the activity of the sympathetic nervous system, the release of catecholamines in the blood. The binding of alpha-1 receptors, resulting in systemic arterial vasoconstriction. This can restore blood pressure, but also increases the peripheral resistance is increased the workload of the heart. Binding to beta-1 receptors in the myocardium increases heart rate and cause stronger contractions in an attempt to increase cardiac output. This, too, however, increases the amount of work the heart has to do.

Overall, well, people with heart failure associated with hypertension, because the heart muscle can not pump the blood necessary to come from somewhere, that the body react and attempt more difficult than normal blood supply, which can cause high blood pressure does.

Hypertension.

If the hypotension is not enough to be pumped through the movement.
